As the voice of Southern California’s building industry, BIASC’s regional team and four chapters collaborate efforts to maximize advocacy efforts throughout Southern California.

BIASC Victories / Updates
- Successful Perfect Storm Digital Advocacy Campaign win for the City of Ventura to adopt a new ordinance that streamlines and expedites the homebuilding process.
- Successful delay of Senate Bill 12 due to BIA member input and communication with elected state legislators
- Successful delay of SCAG GreenPrint implementation program for further review and collaboration
- Highly successful mobilizing of BIA members via emails and social media.
- Total of 19,511 emails sent to state legislators for the last email campaign call-to-action.
- Filed litigation against City of Calabasas for violation of California’s Housing Accountability Act
- Continued collaboration with CBIA
- Successfully leading Inclusionary Housing Opposition
- Securing construction as an essential service in all local cities under Governor Newsom’s “Stay at Home” order.
- Advancing nearly 2 dozen builder member projects that were delayed or stuck in a City, County, or Utility.
- Advocating against a proposed policy that would ban all wood construction.
- Securing a decrease in local Water District Fees
- Advocating against the untimely implementation of Green Building Mandates
- Securing a postponement of the LA County Art Fee
- Assisted jurisdictions in altering inspections and reviews to keep building approvals moving with a specific focus on virtual inspection protocols
- Engaged members to launch a region-wide advocacy effort in a one-of-a-kind letter writing campaign to local elected officials highlighting the essential nature of home building.
- Launching a successful a Digital Advocacy Campaign, in coordination with city officials, to avert shut down and continue city services.
- Successfully advocating for a 120-day delay on SCAG’s vote regarding the final Connect SoCal plan to ensure that the final plan supports new home construction and strengthens the economy.
Building Industry Legal Defense (BILD) Victories / Updates
- Filed a nearly 900-page comment package to push against unaffordable, project killing regulations at the California State Water Resources Control Board as they consider new regulations for the Construction Stormwater General Permit
- Challenging a proposal of the Southern California Association of Governments, known as the SoCal Greenprint, that will drastically expand CEQA litigation on existing and pending projects across southern California
- Filed litigation against the City of Calabasas for their recent violation of State law under the Housing Accountability Act when the Council voted against an important and much needed housing project within their jurisdiction
- Provide legal research and insight on pending legislation in Sacramento to create a comprehensive understanding of the impact potential laws could have on the homebuilding industry
- Continuing to provide research and guidance to municipalities on means by which the harmful impacts of the Vehicle Miles Traveled standard for CEQA can be mitigated despite its requirement under state law
- Scholarly reporting on regional differences in population, jobs and transportation density
- Managing legal options regarding July 2020 VMT implementation
- Coordinating with Sacramento experts to prepare the industry response to the release of new Storm Water Construction General Permit standards that may pose significant threat to homebuilding
- Monitoring state standards and coordinating next steps on the state’s interpretation of Vapor Attenuation requirements for infill construction
- Researching applicability of the CARES Act for home building
- Monitoring and reporting throughout the RTP/SCS process
- Monitoring and reporting throughout the RHNA process
- Scholarly reporting on regulatory and fee burdens in the Southern California market
